Delegate Gearheart moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

A BILL to amend and reenact §18-5-39 of the Code of West Virginia, 1931, as amended, relating to permitting students in eighth and ninth grades to attend summer school in order to raise their grades and establish academic eligibility to participate in extracurricular activities in the fall.
